Reviewed requirements of on-arrival COVID-19 testing and quarantine period after entry to Japan (New Border Measures (28))

Based on the New Border Measures (28) released on May 20, 2022, the measures for cross-border travelers from designated countries/regions will change from June 1, 2022.

1.Review on the requirements of on-arrival COVID-19 tests and home quarantine period after entry into Japan

Based on scientific knowledge on the Omicron variant, infection situations in other countries/regions, risk assessments on inflow of the variant into Japan, efficacy of vaccines etc., and taking into full account the risks of inflow of the variant from other countries/regions, the following measures will be implemented in accordance with separate designations under these measures.
Countries/regions are classified into 3 groups: Red, Yellow and Blue.

(1) Travelers entering Japan from countries/regions classified as RED
A negative PCR test result upon arrival at the airport and a 3-day quarantine at a specific facility designated by the chief of the quarantine station will be required. After receiving a negative PCR test result at the facility, no additional quarantine is required after leaving the facility. For those who have completed the third vaccination, a 7-day home quarantine is required, in principle, instead of staying at a designated facility. However, if you take a voluntary PCR test after the third day of entering Japan and receive a negative test result, home quarantine will no longer be required thereafter.

(2) Travelers entering Japan from countries/regions classified as YELLOW
With a negative PCR test result upon arrival at the airport, a 7-day home quarantine is required, in principle. However, if you take a voluntary PCR test after the third day of entering Japan and receive a negative test result, home quarantine will no longer be required thereafter. For those who have completed the third vaccination, a PCR test at the airport upon arrival, home quarantine, and other measures are not required after entering Japan.

(3) Travelers entering Japan from countries/regions classified as BLUE
Regardless of vaccination status, a PCR test at the airport upon arrival, home quarantine, and other measures are not required after entering into Japan.
As of May 26, 2022, the United States is classified as BLUE. You are still required to have a negative PCR test result issued within 72 hours prior to departure.

 

2.Use of public transportation after entry into Japan

Use of public transportation to the traveler’s own residence or accommodations after entry into Japan is allowed even during the period of home quarantine. (The transportation should be completed within 24 hours from the on-arrival test with the shortest path to their own residence or accommodations as the destination.)

Note 1: The designation of the countries/regions above will be announced each time it is reviewed by the Ministry of Foreign Affairs and the Ministry of Health, Labor and Welfare. 
Note 2: Measures described above will be implemented from midnight on June 1, 2022 (Japan Time). It will be implemented from the same time for those who have already entered Japan. With the implementation of the above measures, Border Measures (27) 1. and 2. will be abolished at midnight on June 1, 2022 (Japan Time).
Note 3: Validity of the COVID-19 vaccination certificate described above shall be as stipulated in the Border Measures (28), and if any change occurs, the Ministry of Foreign Affairs and the Ministry of Health, Labor and Welfare will prepare a revised version and will be announced accordingly.
Note 4: Above border measures will be applied according to the classification of the countries/regions with the highest risk based on the countries/regions that the traveler stayed within 14 days before the date of entering Japan.
